When clothing and gear fabrics loose their water resistant coatings through wear and machine washings then they should be re-impregnated. If water resistant impregnation is missing from the fabric then it's outside surface becomes soaked and heavy with water when the sky pours down. Also the breathability gets weakened as the water vapour can't get through the water layer on the outside of the fabric. Weakly impreggnated fabrics also dry out much slower.
